Theft Recovery-Tracking the Vehicle


In last month’s issue, we covered the Many Facets of Theft Protection. This month, we continue exploring the theft arena by highlighting products used in theft recovery.

Vehicle tracking technology first entered the market more than 25 years ago and has transitioned from a component that had to be hardwired into a vehicle’s electrical system to a small inconspicuously installed device. These devices provide theft recovery to the consumer for their autos and an array of sports vehicles, and they’re not limited to individual customers. Commercial fleet operators and subprime finance companies also have found the devices to be very beneficial.

Each of the participating companies in this summary utilize wireless devices installed out of sight. LoJack uses radio frequency (RF) technology that, when activated, sends out a beacon/ping. Law enforcement vehicles and aircraft equipped with receivers pick up the beacon/ping and are able to pinpoint the vehicle’s location.

LoJack stresses its direct integration with law enforcement. DealershipTracking, Inilex, PassTime and Spireon use Global Positioning Satellite (GPS) or a combination of GPS and cellular technology. They also contact law enforcement, although it is generally through their call centers.

Does one solution work better than the other? Both technologies present adantages and shortcomings. The market started with RF, and the GPS proponents see it as antiquated. They note that RF operates in a limited coverage area and that not every law enforcement vehicle is equipped with a receiver to pick up the activated beacon/ping of an RF device.

On the GPS side, car thieves are progressing nearly as fast as the technology. Just as personal computers and personal records can be hacked,so, apparently, can vehicles. GPS detractors say that sophisticated thieves can circumvent the devices by using their own technology against them.

Concerns over coverage and security aside, both types substantially improve recovery rates by closing the window of time between when a vehicle theft occurs and when authorities are able to begin tracking down the vehicle. Depending on the source, recovery rates with an RF- or GPS-based device can be as high as 90 percent.

Many providers now offer extra features to attract more dealers, fleet managers and finance companies. These includes alerts to notify users when a vehicle is traveling at a high rate of speed, has left a designated territory, or if a battery charge is low. Fleet messaging and payment due notifications are also available.

Looking back over the past five years, how has the theft recovery industry changed and how do you see it changing in the future?

Vehicle theft has changed dramatically over the 25 years LoJack has been in business, evolving from a simple crime perpetrated by amateurs to a more complex form of theft often done by sophisticated international theft rings. Many changes have taken place just within the past five years, as technology has become a prominent feature in today’s vehicles.

The advent of the “smart” or transponder key in the 1990s had the biggest impact on changing auto theft, virtually eliminating joy riders from this type of theft, as the key made new cars harder to steal, requiring thieves to come up with new theft strategies.

As vehicle theft became big business, organized theft rings proliferated. These rings often operate chop shops —where criminals strip a car for its parts and can sell them for 3 to 4 times the vehicle’s value. Today, these crime rings are often global in scale, with many in Latin America, Africa and Eastern Europe.

LoJack is closely following some emerging forms of theft. According to a recent study by the University of California, San Diego and the University of Washington, computer hackers with a minimal amount of expertise could potentially gain remote access to a vehicle through its Telematics services, seize control of key functions, and remotely unlock a car’s doors, start the vehicle, arrive on scene and drive off with it.

PassTime’s target markets include car dealers who finance their own loans (Buy Here, Pay Here), as well as finance companies who focus on below prime lending. PassTime also sells anti-theft or theft recovery solutions to dealers for resale to customers. PassTime has advanced software systems that allow customers to transfer ownership of PassTime accounts between dealers and finance companies as the ownership of the portfolio changes. PassTime owns and operates its own fulfillment center for distribution nationwide.

Looking back over the past five years, how has the industry changed and how do you see it changing in the future?

Primary changes over the past five years have been the improvements in GPS technology as well as the overall cost compression of that technology. The technology that was once quite expensive is now widely used in various applicable at an affordable price. Being able to provide this powerful technology at an affordable price has opened up the market and allowed PassTime to gain exposure in the mainstream.

The future of the industry will be impacted in various ways. Enhancements in technology will allow providers to offer additional services and capabilities not available today. As devices gain popularity and are more widely adopted across the vehicle finance industry, additional focus will be placed on the industry from a regulator perspective.
